Allow defining of BP_DEFAULT_COMPONENT in functions.php

As it is now, the default component in member profiles can only be defined in wp-config or bp-custom.php.

Allowing it to be defined in functions.php would enable theme designers (like me!) to include it as a theme option.

Add groups to this as well but I don't see this happening until at least 1.4

We can't change this because functions.php is included late, and we need to set $bp->default_component early.
