See #2710 for background.

Search acts like a root component in some ways - eg its URI '/search' - but not in others - it doesn't have an associated WP page or corresponding nav tab. That makes sense because, at the moment, there is no real Search template, just a Search *Results* template. But perhaps this should be changed.

There should also be a member search page that allows searching users by profile fields.
