Group members search error message is poorly worded

Description

When you go to a group's Members page and do a failed search, the message shown is 'This group has no members.'. This used to be appropriate, but now that it's possible to search this page (rather than merely view a list), the text should be more general. 'No members were found.' should cover it.

In 9076:

Make "no members found" message on group members page more general.

'No members were found.' applies both when the group has no members and when
a search within group members returns no members.

Fixes #5935.
