BuddyPress Group Moderators Ability to "Moderate" pending member requests?

This is a follow-up to #4737.

Not to drudge up an old trac thread, but considering that a private group "moderates" it's new member requests, shouldn't a "moderator" have the ability to either "approve" or "deny" a new member request that is in "moderation"?

I completely understand why the ability to 'administrate' a group was removed from the group mod capabilities, however, IMO I feel (and as with anything, I could be wrong) that moderating new members of a private group should/could/would fall under the realm of a moderator's overall role.

I don't have a strong opinion about this. I do know that adding capabilities to an existing role is potentially problematic for site owners who have come to depend on the current division of responsibilities. Do others have thoughts?

I too don't have a strong opinion. I think if we were building the Private group role today, we would consider letting Private group Moderators manage invitations, but I am worried about changing this for anyone who expects the current behaviour.

Perhaps we can put this in FR until such a time we think about some kind of granular user capabilities setting for group members (whether we'd expose a UI for that in core by default is separate, but it should be possible under the hood).
