WP Admin Bar > Edit Member needs a check for the delete-account submenu

Hi,

I've just noticed that if the component Account Settings is not active and if the super admin goes to a member profile, then the Edit Member menu of the WP Admin Bar contains 3 submenus. The third one (Delete Account) leads to a 404 as the Account Settings is not active. I suggest to add a check for this component before adding the submenu to WP Admin Bar. I've added a patch to this ticket.

Don't show Delete Account in Edit Member toolbar dropdown if Settings is disabled

When Settings is turned off, there's no way to delete users through the front-
end interface, and the link 404s.
