BP notifications are not working

Description
I post a notification by selecting the "This is a notice to all users" check box when composing a message.
After I submit it, it does not show up in the notification widget nor does it show under the notification dropdown at the top of my site.
Is there something I need to do to get this to work?
My site is http://www.bluelightnow.com
The version I'm using is 1.2.7.

In the default theme, it shows up in the right-hand column, where the log in/out box appears. You will need to adapt your custom theme; look in BP-Default's sidebar.php for an example.
