Description
Turning Private Messaging off prevents the admin from composing a new notice to all users and prevents it from appearing in sidebar. Maybe move admin site wide notices to backend, out of messaging component?

I always didn't understand why this functionality is on front-end.
I do think that this is quite a useful thing, so imo it's better to preserve it but more to admin area.
Regarding place - there are 2 options:1
1) Settings -> BuddyPress -> (Notices)
Special page as a tab under BuddyPress, leaving BuddyPress menu item itself where it currently is (under Settings).
2) Move BuddyPress to top level position, above Activity top level item, and make each of its tab as a subpage (similar to the way WooCommerce did). Notices will become a visually separate page with different functionality.
I prefer to go with variant 2), as it's already a discussion about this menu change in #6827.

We're closing this ticket because it has not received any contribution or comments for at least two years. We have decided that it is better to close tickets that are good ideas, which have not gotten (or are unlikely to get) contributions, rather than keep things open indefinitely. Let's consider if we want to do this still and if so, where would be best to add a UI for this. And where/how we are showing these in the templates nowadays.
My initial feeling is that this feature ought to be removed; it's been convenient on occasion but I'm not sure that it's really good fit for BuddyPress generally.
