When an atme is made - update the new notifications in the adminbar?

I'm about to commit a patch that does this. Please test it - it's working well for me, but it required moving a couple functions around (mainly to ensure that notifications would work right when xprofile is turned off). If there are bugs, please open a bug ticket.
