Raise WordPress required version to 6.4

As explained ​here, I suggest to raise the WP required version to WordPress 6.4.

  • Stop testing for PHP 5.6.
  • New matrix for our test suite: ['7.4', '8.2', '8.3'].

This matrix takes into account each version's usage/stats with WordPress ​here.

@imath Could you take a look at the matrix here? I tried to balance our need with the Github Action limits. We want to run as many scenarios as possible, but at the same time, we don't have unlimited resources.

The new minimum WordPress version supported is 6.4.
The new minimum PHP version supported is 7.0.
