It would be great if the admin could set a WP page to be the TOS that users need to agree to when signing up for a new account. This would be just a checkbox at the end of the sign up form.

This already exists as a plugin from wpmudev.org and is easily added through using the signup filters regardless if using normal WPMU and/or Buddypress, so it would seem to me that this would be invalid for specific buddypress related enhancements.
