Groups Admin & Mods lists title heading element change requires updating rulesets to ensure styles are still applied to these heading elements.

@hnla - Just going through the changelogs for the codex and I see some missing replacements from the heading reverts for Twenty Sixteen, Twenty Thirteen and Twenty Twelve.

Can I ask you to compare r10728 and r10742?

Not sure if this is intentional or not.
