The right top meta box has an enable forum option but bbPress is not installed. Shouldn't this be hidden?

Yes. It should check for the presence of bbPress 1.x before showing it. (Separate issue: bbPress 2.x should probably register its own meta box here.)

(In [6788]) Groups wp-admin: only show "enable forums" option in metabox if bbPress 1.x is active. Fixes #4808
