Header gradient went in with a previous commit, and it was then tweaked to a lighter blue style. Removing a header image will work as usual. To remove the background gradient, you'll need to customise it in a theme (or upload a header image).

It's not disabled, but it's half-way through some changes. I recently added a background colour to the header, which will only be visible when you disable the header image. They are very similarly coloured, however, which is where I assume your confusion is.
I'm going to be replacing the header image with a background gradient. This situation might be a one-off for existing themes, but I'll investigate any backwards compatibility when the gradient is in. Leaving this ticket open as a reminder.
