Time Stamps are broken

Description

Site-wide buddypress timestamps are off time, depending on timezone.

Example- Mountain Timezone, Stamps are 7 hours off (active 7 hours, 3 minutes ago)

  • Milestone Awaiting Review → Future Release
  • Version 1.3 → 1.2.6

Bumping the milestone but leaving it open in case there is a real issue; there is a fairly in-depth discussion on the linked forum post about it, couldn't find any reason why this broke for some people but not others. Might be host related.

I've really enjoyed the walk down memory lane in this ticket :) That said, since we haven't received more reports of this issue, I'm going to assume it's not a BP problem. If it pops up again, and we can get reliable steps to reproduce, let's reopen at that time.
