Better group creation actions

The 'groups_created_group' action fires twice during group creation on completion of the "details" and "settings" screens. The patch attached leaves the current action intact, but adds new actions to allow plugin authors to hook into group creation, without having that action fire twice.

Please would this be considered for 1.2.6 as it's a small addition.

I am aware of the 'groups_group_create_complete' action but that doesn't account for users skipping the rest of the (optional) group creation screens.
