Description
At the moment, even an administrator can not see hidden groups in the buddypress backend.
I don't think it is legal in many countries for an administrator to provide a community website where people can open hidden groups that not even the administrator can see.
For example, a terror cell could open a hidden group on our church network and use that to plan attacks - without the admin ever noticing.

Use of hyperbole and extreme examples does not make your ticket any more or less worthy than all of the others. This is an enhancement suggestion rather than a defect as according to you this feature isn't implemented yet (I have not checked).
