[Site Health Screen Info page] Add link to BuddyPress Site Health document in Help tab

The ​Site Health Screen document was created via bp-documentation issue ​BuddyPress Site Health panel #4 and PR ​Create documentation files for Site Health Screen in User Handbook #390.

Currently, the Site Health Screen Info screen/page Help tab (site.url/wp-admin/site-health.php?tab=debug does not have a link to the aforementioned document (see 1st screenshot - site-health-help-tab-doc-link_missing.png).

The proposed patch adds a link to the relevant document within the Help tab (see 2nd screenshot - site-health-help-tab-doc-link_added.png).
