Bump Node and npm to match versions used by WordPress.

Node modules:

  • lodash from 4.17.15 to 4.17.19
  • grunt-stylelint to 0.15.0
  • stylelint to 13.6.1
  • stylelint-config-wordpress to 17.0.0
