Profile Picture Upload Crop Error

Description
When uploading profile pictures, the Crop feature results in a tiny group of black dots, like the corners of the crop tool. If hit "Crop" without making any adjustments, picture is uploaded with a square crop into the top left of the image.
Have changed themes (WP: 2017) and is still present. May be interaction with another plugin, but I don't know how to begin troubleshooting for that. Has this bug been seen before?
