BuddyPress components need to provide this function, in case a user wants not to use, for example group names as permalinks.

Non English speaking bp users are facing permalink length limit on Internet Explorer (still widely used browser) when group name is non English, but contains multibyte characters.

This is a very significant undertaking, so probably can't happen for 1.3. It's probably worth thinking seriously about, though, as it'll help very much with users who don't have access to mod_rewrite (in addition to the international audience mentioned by takuya)

The link in the description's not working; was this ticket to add numerical permalinks to BuddyPress content, thus removing the mod_rewrite requirement?

Making this work is one of the main goals behind the move to the WP rewrite API. See #4954. Closing this ticket in favor of that one.
