Only in that way "Last time member activity" shows correctly, in other way shows default English translation

Sure. It's not correct. Because for other languages is used ISO 639-1: two-letter codes, but for for Belarusian language now is used ISO 639-2/T: three-letter codes. It's not correct!

I don't know why the wordpress ranslation system uses 'bel'. I think it's a core problem.
It's like use ENG instead of EN.

Thanks for the quick response, @wegosi ! I spent some time matching up all of the moment.js locales with the corresponding WordPress locales (which are a mix of ISO 639-1, 2, and 3 codes), and found a small handful of mismatches. I learned something new about ISO language codes today! I'll add mappings for those locales.

It looks like you're correct. Do you know why WordPress's translation system uses 'bel' for Belarusian instead of 'be'? We might need to provide mappings for other domains as well.
