"Hello" screen for 4.0.0

We need updates to the Hello screen for 4.0.0. Focus is on the new privacy tools.

8009.diff​ is a first pass at updates. I've also attached screenshots of the entire thing on desktop, and a snippet of the image on mobile (to show that it works there). Feedback welcome.

Your new hello screen looks really good. The only language thing I'd suggest a change to is the following:

Current: With every BuddyPress version, we strive to make internal improvements to performance and code quality, at the same time that we introduce new features and fixes.

Proposed: With every BuddyPress version, we strive to make internal improvements to performance and code quality in addition to introducing new features and fixes.

It's minor, and you should feel free to ignore it if you wish.
