A few users mention issues at activation:

A similar issue was recently mentionned on the Events Managersupport, with a solution...
Perhaps this can clarify what was tested on #7392 ?

We don't need another ticket; use #7392 for PHP 7.1 problems.
The second forum post linked ("broken-after-install") does not have enough details to isolate the problem. It could be anything at this point. The other two are PHP 7.1, and I'll update everywhere to un-confuse people the current state of things.
