If wp_mail() re-declared, show notification somewhere.

If wp_mail() has been re-declared, BuddyPress will send plain text versions of emails. However, the Customizer still lets you design HTML emails. We should add notification to this screen (probably this screen) if wp_mail is re-declared, explaining what will happen (maybe - even disable the customiser controls).

Let's not do this for now. Maybe after if/when we have a dashboard area telling people they are on old PHP version, etc.
