Support at-mentions in multiple TinyMCE instances

Description

The at-mentions UI is supported in TinyMCE frames that match the #content_ifr selector. If we switch it to something less specific, like .wp-editor-wrap iframe, we can support more/all TinyMCE instances, rather than just WordPress' post editor.
