As discussed on IRC, suggest messages_send_message() is re-written to make it a bit clearer.

It would probably be worth changing to allow User IDs as recipients. From a plugin authors point of view, I'd also like a bool argument to make the function totally silent - e.g. it would return true on success and false on any kind of failure.
