test_activate_user_accounts is failing on WP Trunk

Description

Reason is wp_update_user() is now doing a check on the user_email argument of the $userdata array passed. I think it should check if this field is set see ​32684.

But if i'm wrong, we might need to edit bp_core_activate_signup()
