Creating a blog sets incorrect URL

Description
When signing up a new blog on a VHOST install, the blog is using the current blog URL then adding the subdomain to that.
For example:
I have http://andy.domain.com and register http://andysblog.domain.com
The domain would register as http://andysblog.andy.domain.com/
