We shouldn't display this metabox if the administrator chose to not show avatars from the WordPress discussion settings.

Should this not be part of and included in the general patch on #4677, along with group avatar creation step?

I don't think so, the object is different: the extended profile is about users :)

In 9775:

In wp-admin/extended profile, do not display the avatar metabox if the "Show avatars" WordPress setting is not active.
