This setting is controlling two separate things Seems wrong. A user should be able to allow blog commenting without also allowing forum topic commenting on activity items.

Agree. It should also be dependent on the features and components actually being active, so there are various improvements necessary around this implementation worth discussing.

Are you comfortable owning this and making it happen for 2.3? I think this likely links up with our new Activity Stream Post Types API nicely, too.
