Fix out-of-date documentation for BP_Group_Extension::init()

Description

The new arguments "access" and "show_tab" were added to BP_Group_Extension::init() with BP 2.1. I'd like to update the docblock to reflect the new functionality.

I think commit it so it makes 2.2. We can fix later if it's wrong (it looks about right to me).
