Logged in user blog creation option

Site Admin -> Options -> Only logged in users can create new blogs.

With that option selected, open registration appears to be blocked.

Looks like when it checks if you can create a blog, but then sees that you're not logged in, it simply routes you to a page that says you must be logged in to create a blog, but does not give you any link or fields to register.

I was wondering why registrations had stopped at my site for the past few days. ;)
