Hooks for group create/edit screens

Description

We need hooks to be able to add a screen to the groups create and admin/edit as well as some change in screen handler code. It is now hard coded to count through screens 1 to 4 and then end. There are hooks to add items to the header tabs, but no hooks to add screens. Plugins may want to add another screen with some additional information upon group creation and editing.
