Attached patches for Welcome Screen

First pass on welcome screen. Only difference with the patches is the layout of the New Administrative Tools section as shown in images attached. Still need to add appropriate tagline for BP 2.0, copy on the performance section, and images for screen are linked from wp.com account.

mercime - Thanks so much for this patch! Looking really great. I've made a few changes:

• Punched up the language in a few spots to make it a bit friendlier
• Made the markup more consistent (I like the big pretty <h2> elements as headers)
• Reordered a couple things
• Added a section on improvements in the Activity stream, including the "Load Newest" functionality
• Reworked the Developer section
• Moved the screenshots to the BP directory

Could I get another set of eyes on this? Would like to get it finalized before doing a string freeze. See 5531.02.patch

Btw, props to karmatosed for screenshot of BP Tools screen which I cropped to be proportional with the screenshots I made and uploaded to my account.
