Admin bar language translation for logged out users changes to reflect current blog language

I'm not really sure if this is a bug, design choice or what Andy. When a logged out user visits various blogs in bp, the admin bar language changes to reflect the translation set in that blog. Should the admin bar reflect root blog translation scheme for all logged out users? Should this be a config item?

These and many other questions are above my pay grade.
