I assume the counter is for setting the number of Activity items to display on the page. Numbers above or below 20 cannot be saved.

Btw, the Version dropdown for Create New Ticket does not list 1.6, so I chose 1.5.5 instead.

Works for me (non-multisite). Feedback from anyone else? (I think we should rename "n Activity" to "n Activities".)

Confirmed. It appears to be a Network Admin issue - the screen options are keyed differently. The attached patch should fix it, but I'd like DJPaul's eyeballs on it first.
