Editing a forum post with an @mention fires notification again

If you create a new forum post with an @mention and you decide to edit the same forum post while leaving the @mention string intact, after editing, the @mention notification will fire again.

Would it make sense to remove the @mention filter when editing forum posts?

I'll do you one better: we probably should not be sending notifications twice for the same activity item (forum edits edit the same activity item).

(In [5595]) Don't send at-message notifications more than once for the same activity item. Fixes #3825
