Mark a user as Spammer in activity admin?

I can mark an activity as spam in Activity admin, but is it not possible to mark as Spammer?

Managing users from the activities screen isn't the right place for it, and will likely muddle the purpose of the UI. I'm inclined to wontfix this ticket, but leaving it open for any further input.
