Replying to activity items doesn't work without javascript

Description

Replying to activity items doesn't work when javascript is disabled. It should reload the same page, but pop-open the reply form on the selected item.

Ah yes, ran into this issue also. A real pain, especially when building a child theme to match a spec.

Trying to move this forward some here.

Posting without JS does work (tested against r6846). It's a bit wonky, but functional.
