Allow the front tab for Groups to be filtered

Description

We should add a setting similar to BP_DEFAULT_COMPONENT (used to set the default component on the Members component) so that people can filter another group extension to be on the front.

e.g. .com/groups/my_group/ currently goes to .com/groups/my_group/home
Should be able to filter to e.g. .com/groups/my_group/members

About to commit this. New constant is BP_GROUPS_DEFAULT_EXTENSION and has a filter, "bp_groups_default_extension".
