r3420 comments out the "edit_comment" action

I believe there was the unnecessary commenting out of the "edit_comment" action in r3420 for the 1.2-branch.

In 1.3-trunk, this action is not commented out:

It's unlikely that there will be another release on the 1.2 branch. But this is an easy backport, so I'll go ahead and do it for anyone who might be running the branch in a production environment.
