improve registration email confirmation message

Description

On two sites I've been working on recently, people don't see the text that says: check your email for the confirmation link... what people see is the avatar upload. So i've made that text larger and with lots of padding and with an orange line - gaudy, but very important. Seeing as this is totally cosmetic on the theme, it can be added to the 1.3 release I think.

i changed it so it only gets highlighted when the user has to confirm their email. otherwise, adding the avatar is more important.

Version is for the release in which the issue was found (or existed from). Milestone is the fix-in-this-release.

I agree; trunk has had this fixed for a while (r3691), but from the other direction. The avatar upload has been removed from that screen, and the remaining text is super clear.
