As of this ticket given as fixed for bp-core-templatetags.php

i see that in the actual file for 1.2.8 (1.2 branch) the date is not modified accordingly !!!

Again, please: Use date_i18n() instead of date() for output.

Sorry, but this needs to wait for BuddyPress 1.3. Only urgent or critical fixes will get into the 1.2 branch.
