[Translations] Upgrade strings are not translatable

Some strings are not translated in 1.2.8.

  • Keywords reporter-feedback added; localization translation i18n removed

Few things:

1) Do you mean 1.3, rather than 1.2.8, because 1.2.8 shouldn't even contain the bp-core/admin directory?

2) The "todo" statement shouldn't be translated, as it's just a temporary placeholder.

3) Piggybacking on no. 2, the upgrade code is still being developed and fine tuned, so there are still a lot of places that need some love.

I can't se anything in the current trunk (now /admin/bp-core-update.php) that's not translatable. If I've missed it, please comment on the actual string rather than the line number as those move around quite a bit :)
