can edit xprofile base group name & fullname field in xprofile admin

Description

In the xprofile fields admin screen, we can edit the xprofile base group name and fullname field name options. In 1.2.x, these were editable via another one of the BP admin screens.

We probably want to only let users edit these settings from the main xprofile fields admin screen now.
