In BP 1.3-trunk, there doesn't appear to be a way to turn off components after BP setup.

(In [3745]) Abstracts component setup admin form and reinstates Component Setup dashboard panel. Changes the way that admin styles are loaded so that they load on each BP admin panel. Refactors some bp_is_x() functions so they don't throw errors when components are disabled. Fixes #2943
