Setup process doesn't activate bp-default theme

Description

One of the steps in the new Setup routine has to do with themes. If you choose the option to use the default theme, it doesn't actually set the theme.

Tried this on 1.3 rev-3523. Problem doesn't occur anymore.

Made sure I activated the Twenty Ten theme before I used the BP setup wizard.

Selected bp-default during the theme setup and after completing the wizard, bp-default was set as the theme.

Tried this again on a fresh setup using 1.3 rev-3350.
Problem occurs.

This is a relatively simple fix, but I'm hesitant to commit because:

1) We're yet to go over the admin UI and this screen will change.
2) Most important, we get a fatal error immediately, re: #2789

This has been fixed by one of the recent commits

(In [3935]) Always show permalink screen in wizard on new installs (otherwise it looks janky when it disappears part-way through the wizard on a new, clean install).
Fixes PHP warning in wizard. Also fixes #2720.
