Description

Add option in General Settings for configuring the Gravatar Rating allowed by user avatars. Currently it is not set in the gravatar url, so users have to have a PG or lower avatar.

Kind of related: in #2712, we got rid of our own gravatar type option and are now using WordPress' Settings > Discussion option.
