user uploaded photos DO NOT SHOW UP globally even when BP is activated sitewide.

With 1.2.3 things were okay... with 1.2.4.1 user uploaded photos show in bp activity streams etc BUT NOT in wordpress mu posts eg. comment posts

This breaks user expectancy critically and post patterns are jeopardized if an upgraded is done.

kaberi says that 1.2.3 was okay, but in 1.2.4.1, avatars do not work.
