Activity: No new member registration activity update for non-multisite install

Description

the only place i see the new activity update 'type' => 'new_member' is under bp_core_screen_activation() which is called with an activation key - is this restricted to multisite installs?

(In [2832]) Fixes #2149, fixed inconsistencies between single WP and WPMU with registration and activation. Single WP users must now activate their accounts and confirm they are using a valid email.
